How to apply for a Fulbright Scholarship
Since 2002, I have helped more than 12 clients secure Fulbright scholarships. Most have applied from Japan, but I have recently helped applicants in Europe and the Middle East as well.
Wherever you are based, if you qualify, I encourage you to apply. Of course, it is not easy to be selected for the world's most prestigious overseas study grant. Still, the application process will help you clarify your goals.
Creating / updating your resume / CV and writing your Study / Research Objectives (S/RO) and Personal Statement (PS), not to mention securing letters of recommendation, in April / May gives you a big head start when submitting graduate school applications that are likely to come due in September, October, November, December, January, etc.

Securing a Fulbright Grant
In addition to the application data form and resume (CV), you need to produce two essays.
They are:
The Study / Research Objectives (S/RO) explains your future
The Personal Statement (PS) - analyzes your past
Here are my best tips for how to write these essays.
Stage 1: Confirm host country guidelines
Ensure that your project design fits the program guidelines for your host country.
Also, make sure your proposed project will contribute to one of the designated project areas identified by the Fulbright commission of your country.
Depending on your location, these might include issues such as
good governance
poverty alleviation
rule of law
Stage 2: Create R/CV
Create your Resume/Curriculum Vitae (R/CV) while brainstorming your Study / Research Objectives (S/RO) and Personal Statement (PS)
Make, or update, your resume, (also known as a CV) while you begin outlining your Personal Statement.
Both documents cover much of the same information.
The resume explains WHAT you did.
The Personal Statement explains WHY you did it (motivation) and HOW you did it (the skills you used to achieve each academic and career milestone).

Stage 3: Identify your contribution
Demonstrate in detail how your research will contribute to your professional field or academic discipline. A contribution includes an addition to your field’s overall knowledge that also enhances understanding between the US and another nation.
Answer these questions in your Study / Research Objectives (S/RO)
With whom do you propose to work?
What do you propose to do?
What is exciting, new or unique about your project?
What contribution will the project make to the Fulbright objective of promoting cross-cultural interaction and mutual understanding?
When will you carry out your study or research? (Include a timeline.)
Why do you want to do it?
Why is your project important or significant?
Why must you go abroad to carry out your project?
What resources are available in your host country but not in your home country?
How will you use these resources to better understand your subject matter?
How will you carry out your work?
What methodologies will you use?
For example, do you plan to

Stage 4: Outline before you write
Outline your Study / Research Objectives (S/RO) and Personal Statement (PS)
Start with the facts listed in your resume, and on the Fulbright Grant application form. Then, dig deeper. Build on those facts by explaining the reason you have made each important life decision.
Why did you choose your university major or study field?
Why did you select your industry and current company or organization?
Show what has made you successful in the past and will facilitate the success of your proposed project.
Present a picture of you as an individual. Tell the Fulbright Committee more about how you came to this point in your life and where you see yourself in the future.
Include details about your
Personal history
Family background
Influences on your intellectual development
Educational and cultural opportunities (or lack of them) to which you have been exposed, and the ways in which these experiences have affected you
Stage 5: Write S/RO before PS
Write the study / research objectives (S/RO) before the personal statement (PS)
Reason - I need to know your future plans before I can evaluate if your past supports them

Write a clear and detailed description of your study/research objectives, and give your reasons for wanting to pursue them. Be specific about your major field and your specialized interests within this field. Describe the kind of program you expect to undertake, and explain how your study plan fits in with your previous training and your future objectives. This statement is an essential part of your application and is required. Do not mention specific U.S. universities at which you would like to study.
LENGTH: It is advisable for you to limit your response to fifty lines of text.
Still, you probably need more time to research and decide on how to explain your future plans, and why you need a Fulbright Grant to achieve them
Therefore, if you get stuck on your S/RO, work on your PS as you continue to research your goals
Bottom line: keep making progress as you put together the pieces of this puzzle
Writing Tip 1: PS shows achievement
The Personal Statement must demonstrate why you are qualified to realize your ideas.

This personal statement should be a narrative statement describing how you have achieved your current goals. It should not be a mere listing of facts. It should include information about your education, practical experience, special interests, and career plans. Describe any significant factors that have influenced your educational or professional development. Comment on the number of years of practical experience already completed in the field in which academic work will be done in the U.S. Do not mention specific U.S. universities at which you would like to study.
In your answer, be sure to demonstrate that you
achieve goals
prioritize and follow through on your objectives
learn from your mistakes
possess leadership and communication skills
Writing Tip 2: Show confidence
Be confident
Remember, you do NOT need experience abroad to be a strong candidate
On the contrary, the purpose of the Fulbright Program is to expose Americans to the world (and vice versa)
Stage 6: Share your ideas
Get feedback.
Although intelligent people will be reading your proposed plan of study, few (if any) will be specialists in your field
The longer you spend in a field, the less you realize when you are using technical terms
Include concrete examples so non-experts can understand your ideas

Stage 8: Support your recommenders
Stage 9: Prepare for your interview
Write your S/RO and PS with an eye towards interview preparation.
Remember that most interviewers hail from other disciplines.
Avoid jargon.
Practice with people who are not experts in your field.

HKS Alumni
in the Anti-Human Trafficking Field
Spotlighting Mayumi Ueno, MPA '09
Mayumi Ueno, MPA '09 is a Harvard Kennedy School alumni who is spearheading an anti-human trafficking program in Somalia. She completed her Masters in Public Administration (MPA) Program at the Kennedy School in June 2009. Upon completing her MPA, Ms. Ueno was posted to the International Organization for Migration's (IOM) regional office in Nairobi, Kenya to launch the Counter-Human Trafficking Project in Somalia. The Project is composed of four major sub-components which include: capacity building, data/information collection, awareness raising/community outreach, and direct victim assistance.
Ms. Ueno was a Fulbright Scholar at the Kennedy School researching on the topic, “Countering Human Trafficking.” She has practical experience initiating a return and reintegration program for trafficked victims based in Japan.
While at the Kennedy School, Ms. Ueno regularly attended anti- human trafficking events hosted by Ambassador Swanee Hunt at the Women and Public Policy Program, and what is now the Program on Human Trafficking and Modern Slavery at the Carr Center for Human Rights Policy. Ms. Ueno's time at the Kennedy School allowed her to become exposed to the broader issues surrounding and pertaining to human trafficking and enabled Ms. Ueno to formulate a comprehensive approach to addressing human trafficking.

Ms. Ueno implemented the Project from scratch which proved fruitful and led to interest and support from regional authorities and civil society, resulting in the establishment of a Counter Trafficking Taskforce (CTTF) within the local authority and a Counter Trafficking Network (CTNW), a consortium of local NGOs.
Through the Project's activities, Ms. Ueno was able to gather important evidence illustrating the existence of human trafficking in Somalia. Using interviews and direct interaction with trafficked victims, Ms. Ueno is further committed to fighting against this practice of modern slavery. Ms. Ueno's work with the IOM is mentioned in the UN Secretary's report on Somalia, distributed to the Security Council on September 9, 2010 (paragraph 35 on page 7).

It is not a requirement nor is it expected for you to identify institutions at which you would like to study. However, if you do have preferences, please list in priority order up to three schools of your choice. Indicate specific departments and/or programs. Give specific reasons for each choice. If you have been in contact with professors, please provide names and email and/or phone contacts for each one. Your preferences will be taken into consideration insofar as possible. However, please understand that there is no guarantee that your application will be sent to these programs. Applications are made on your behalf to programs that provide a good 'academic fit' based on your study plans and your competitiveness.
